I mean words hurt people and I hate the idea of the wrong person being able to use their words in a hurtful way. Can’t we have a permit and background check for people to use free speech?

that is the reason that the founders of The United States of America made the guarantee of the right of free speech part of The Constitution.
So, you propose to have partially limited free speech? Kind of defeats the initial concept, doesn’t it. Unfortunately for your idea, we have the freedom to say whatever we want, and yet, the requirement that we will be responsible for the damage, if any, it causes.
